Every tool issued must be accounted for before the aircraft or part moves. A single unreturned tool is a FOD event: a grounded aircraft, a scrapped assembly, or a stand-down to search. Manual shadow boards and clipboards do not produce a defensible record.
AS9100 requires calibrated tooling on a controlled cycle and raw or controlled material traceable to lot and certification. A gauge used past cal, or a fastener with no cert link, taints every part it touched and is a major finding at the registrar audit.
Titanium fasteners, sealants with shelf life, and serialized hardware are expensive and shelf-life-limited. Uncontrolled, they expire on the shelf or walk, and the variance surfaces only when a job is short at build.

What we deployed at an AS9100D / Part 145 station, first twelve months.
A Part 145 repair station running 14 hangars and 380 technicians managed tools on shadow boards with paper issue logs, calibrated instruments on a spreadsheet, and controlled hardware on open shelving.
